Diagnostic connection HELP

Folks

After some serious swetting, decided it's time to post this after all for some help.

I've just got a '07 Screw and previous owner upgraded rims to 22'.

Recently took the truck to a locksmith for programming of spare keys but when programmer is plugged into the diagnostic connector(OBD-II) no reading is received because plug is inactive.

Fuse #110 was missing in the fuse box and cigar lighter due to this is also not working. I've put a correct 20 amp fuse back in, nothing.

Only thing I wish to be working now is mine diagnostic connector under the dash.

I thouth maybe the rim upgrade(TPMS dash light) have something to do with this all, that's why I mentioned it.

With the #110 fuse back in no changes what so ever, not even the cigar lighter working.

Anyone know of a solution for my diagnostic connector(OBD-II) to work, would make me a very happy man.

Truck was brought over from the US to the Caribbean.
Take to a dealer option hear is out off the question.
