dim instrument panel lights

Have a old 1986 f150. The lights in the gauges are so dim that the gauges are hard to read in a city lighted street enviroment. On dark roads in the country, you can read ok. I've changed all of the dash bulbs with the brightest that the dealer had, swaped the dash voltage regulator, and replaced the headlight switch, but they are still difficult to see. Getting glasses didn't help either. Anyone had this problem? Would by-passing the dash voltage regulator send more volts to the bulbs? Thanks for any help.
