ignition switch?

Im having troubles with my electrical in my 03, and Im pretty sure its my ignition switch but I just wanted to check with you guys. When it gets cold out (like 40 or below), my electrical doesnt shut off. When I kill the truck, the radio, amp, heater, wipers, all keep going. AND when Im in drive going down the road, I cant turn my wipers on or off, and sometimes they just go by themselves and I have to put it in neautral real quick to make them work. Once I return to drive they're unfunctional again. Its gotten worse, and last night my battery died because my chime stayed on all night. ALSO, theres a weird whining/vibrating sound coming from around my fuse box and when it gets louder, the dome lights fade in and out, and only stops when I flip on the dome light switch...
any suggestions?

thanks man. I did a search and thats definately gotta be it. Im curious about what those parts run, and where exactly they're located in the truck itself. I work with electronics and my stepdads an electrical engineer. If its just some corrosion Im sure we can fix it. Also just curious about why its only happening in cold weather, and not wet weather?

okay so at work today I spent a few hours taking it all apart and cleaned the GEM, and it did have water damage. The truck runs fine now. Thanks man. Now I just gotta figure out how to seal the windshield.
