98 F150 Speedometer will go upto 40 mph and stop (stays at 38 to 40 mph). No matter how fast or slow I go. The only way to get it to return to 0 mph is to stop and turn the key off. I did install a new speed sensor that mounts on the tailshaft of the trans. Still the same problem exists.
Get in the truck, push the odo reset button, and turn the key to start the truck, keep on holding it. It should go through a cluster test, sweeping the gauges and all dummy lights should light up.
Your speedometer should go from 0-100 with this test. IF it gets hung up at 38-40 mph, you need a new gauge cluster.
If you do, it will run you a pretty penny... like $400 plus the odo recaliberation.

This is a analog cluster. Will this test work on this type?
