Then I think you'll have to take it to someone with a scanner that can read the PIDs going into the cluster. AFAIK, that's the only way to know if the fault is in the cluster, or outside (possibly in the tank).
You might be able to check the resistance of the level sender at the tank, but I'm not sure what it SHOULD be or which color the wire is on an '05. It might be Y/Wh, Y/LB, or DB/Y and it should PROBABLY be between 16(E)-160(F) Ohms to ground.

Truck might be off - but is the key still in the cylinder? Same thing happened to me (and a few other members)... shut off truck, key still in cylinder, fill up tank, gauge shows 1/4 fill.
Usually takes a few hrs to correct itself. Since then, I usually take the key out with me.
