A/C Fan Continues to Blow After Key turned off

Here's my problem(s).
Occasionally, if I forget to turn off my A/C fan, the fan will continue to blow on low. Sometimes, but not always, when it does this the instrument panel stays active (odometer stays on, gauges continue to work.).
If I get back to the truck before the battery runs out, sometimes it will start, other times it won't. In the times that it will not start, the truck will turn over fine, but won't start due to a lack of fuel. Even it I unhook the battery cables, then reattach them, it still will not start.
Normally when it does this I will let it sit for several hours. When I come back to it, it usually starts, however, if it doesn't start on a couple tries I will unook the battery cables, reattach, and then it will almost always start right up.
My first guess was the ignition, so I replaced it, without any luck (just the ignition, not the tumbler).
My next guess is a relay, but am not really sure which one.
Anybody have any ideas?
