Headlight issue

I have a 97 f150, and today the hadlights started to act up.

I noticed that they were on when i left the truck after driving for about 10 minutes. I thought that maybe i left the lights on, but that wasnt it.

It seems as if the daytime running lights are stuck on no matter if the truck is running or off. I cant seem to find the issue. Ive tried turning the ignition in all sorts of directions, checked if my trailer hookup is shorting, and flipped the light switch about 10 times.

I searched the forums and the best i could come up with is a wet GEM. but this doesnt seem very plausible as there has been a very light rainfall lately, and ive never encountered a leaky windshield or anything of that sort in the past.

Any ideas?
