Different fog lights? Each side is different
Is it possible to get different fog lights from the factory? I want to correct the condensation problem, but before that I would like to figure out why they're different.

I'm struggling a bit with what you mean by "different." If you mean the left side is different than the right side on the "04-'05 trucks, that's because of the curvature of the front bumper and the need to aim the light path straight down the road. If you're looking for a different style fog light, I think you're pretty much stuck with the OEM units - unless you're pretty handy at fabricating brakets for after market lighting. The round fog lights on the '06 and newer trucks are the same left and right - except for the brackets.
Ford had some problems with early '04 fog lights leaking and solved the issue with later trucks. I think you'll find that a new OEM set will probably not leak on you.

My 2002 has 2 different style lights currently on the vehicle. one side is set back in the bracket more than the other side. Could be the left side/right side thing that you were describing. I want to replace the bulbs, but want to correct the condensation problem 1st.

That's an interesting one. I can't think of a good reason why - unless the light and bracket are mounted wrong or damaged - that one would be farther back than the other. The '99 -'03 fog lights were also specific to left and right sides and I kind of doubt somebody could have mixed them up. The part numbers should be molded right into the housings. I'd see what those say, then ask your Ford dealer for the correct numbers.
As for replacing the bulbs to solve the mositure problem, that might not be the cause. There are two general places for these bad boys to leak. One is through the O-Ring seal for the bulb. The other is the sonic welded joint between the lens and housing. A leaking O-Ring can usually be solved with a very small bead of RTV sealer. The other problem generally requires a new housing.
