I have a F250 Super duty and would like to add clearance lights and have two questions.

Is there a kit for adding them?

Is the wiring harness installed by default or will all the wiring need to be installed?

All of the parts you need are available from your dealer and I do believe they sell a kit version. As for the harness, no, it isn't already there in your truck, but I believe the connector for it is. The biggest things to be aware of on this installation is "measure twice, drill once." And always start with a drill at least one size smaller than you think you need. It's really tough to drill a large hole smaller. Finally, seal everything completely because if you don't, you'll get an ugly leak.
