No high beams
No high beams
My running lights work fine but whenever I attempt to switch over to my high beams not only do they not come on but my running lights shut off. Anyone have any idea what I can try to resolve the issue.

On your year, the Haynes book indicates you have a single fuse for hi beams #16 a 20 amp.
The driving lights are ok. They are supposed to go off with hi beams by law and as designed by FORD.
Unless you say different, I take it you still have low beams and the driving lights.
The low beams are fused seperate trying to keep you in some light if a fault occurrs on one side along with the driving lights.
There is method to the reason why it is set up this way and to give the greatest chance of not being left without light, out on the road..

Here is the total circuit feed.
Fuse #8 is a 30 amp. It feeds the headlite switch and a direct feed to the muitifunction switch.
The direct feed to the muitifunction, switches feed to the fuse #16 a 20 amp fuse direct to the harness to both hi beam feed wires.
Your problem has to be in this chain thru the multifunction switch.
Use a meter to check for voltage at both sides of the #16 fuse.
If the voltage is there, the lead to both hi beams lamps is open.
If voltage is not there, the muitifunction is suspect.
By the way, this hi beam circuit also lights the hi beam dash indicator. If it's not on with the stock in hi, then there is no voltage coming out of the #16 fuse.
The ground at the lamps serves both hi and lo so the problem should not be a ground.
There is no more to this circuit than this.
To see this circuit, get a Haynes book and refer to page 12-23.

What are referring to with the term "running lights" ?
Is this your parking lamps or your fog lamps ?
When your high beams are not working, is this only in the high beam position ( MFS pushed forward ) only or in high beam and FTP - Flash To Pass postion ?

By running lights I mean the standard driving lights.
The high beams work in neither the high beam position nor the FTP position.

I noticed that when I move the steering column up and down the high beams will occasionally come on and then turn off again. Some wire or connection is loose.
