Light Switch Wire Not Connected - Dead Battery?

Hi I have a 1998 F150, regular cab, short bed, 4x4, with fog lights. My battery keeps dying and it is not the battery, alternator, or the negative battery terminal wire. I noticed that the white wire with a black strip that goes to the light/fog light switch is not connected. Is this the reason that my battery keeps going dead? What does that wire do? Note: all my lights work (turn signals, fog, head, tail, interior, and dash lights). Please help!
