Rigged solution to no low beams but have high beams

I'm gonna bridge the two at the headlight assembly and block the high beam part of the lightbulb so high beam wires power my low-beam lights, cuz this is ridiculous, I can't find why my low beams don't work.

I havn't followed any other posts about this but have you tested for voltage at the head lamps low beam wiring?
The power comes thru the manuel lever on the steering column and may have seperate fuses.
My 02 has seperate fuses for hi and lo.
