has no one ever encountered this problem with the flashers on an Explorer prior to now?

Exactly what kind of problem are you having, and what year, trim level Explorer do you have?

 

It is a 1991 Explorer 2wd. Although I live in Canada it is a US Explorer.
When I start it up the flashers blink for a couple of minutes, then they go off. All 4 flashers blink. It doesn't matter what I do they still blink. If I turn the Explorer off and do a quick start it still does it.
At other times they do no blink. Sort of confusing to me?

I would start by checking all of the connections to the MFS, and possibly replace the flasher, if that doesn't work, replace the MFS

 

I'd suggest going straight to the MFS without pausing at the flasher.
