failed inspection - need some input

failed inspection - need some input

i have a 97 f150 with a 4.6 i took it to get its inspection, and it failed on 3 parts (this is in texas):

1. gas cap - no problem there
2. high beams don't work - wtf?? i've never noticed i guess because i never use them, the only thing i can think of is that i bought some blue tinted ones on ebay a couple months ago, is it possible these don't have the high beam built in? i haven't checked yet against a stock bulb. if it's not this, i need some other ideas.
3. and the most confusing, the check engine light doesnt come on. i guess it was considered "OBD failure" according to my reciept. l'm not sure where to start here, except for thinking that it's something computer related? the report says: mil - engine on: pass, mil - engine off: fail.

any ideas would be greatly appreciated!

well i dont know about the rest but the lights maybe. if they are the cheap ones they sometimes dont come with the highbeams and if they do they blow out quick, i had them on my ranger and it happened. check out sylvania lighting products. they are great headlights/highbeams. as far as the rest good luck.

Concerning the Check Engine Light, try the simple things first. Is the bulb good? Is it seated well in the socket? I realize the bulbs are sometimes very hard to access. Good luck!
