No power to OBD II port

No power to OBD II port

I've got an '01 with the 4.6 and auto. My CEL came on so I plugged in the OBD II scanner and I get the no power error. Double checked it with another scanner and the same thing. Don't want to take it to a dealer because they charge way too much $$$. How can I track down this problem myself and how can I fix it once I find it. I work with electronics for a living (Work on missile guidance systems for the Army) so I'm familiar with how to do it but I can't find any sort of schematics for the OBD II system. Please help.

Check the fuse that powers the OBDII port, which is also the same one as the Cigar lighter, Fuse #3 in the CJB ( Central Junction Box = Inside PAss compartment ). Ref your owners Manual page 132.
