There is a normally-closed switch inside the driver's side seatbelt latch that should open when the belt is latched. The switch can wear out or be out of adjustment causing your problem.

The easiest thing to do is to disconnect the harness that connects the switch to the GEM monule. Slide the seat all the way forward, then look under the rear of the seat for the harness. Locate the plug clipped to the bottom of the seat frame and disconnect it. This will effectively open the circuit and make the GEM think the belt is already latched.

You can either do what project suggested, or if you get bored in bed one night you can read the owners manual and there should be a section in it about how do disable the reminder for the seatbelt. I know my 02 makes a dinging every 30 seconds when its not plugged in so be grateful you dont have that. The manual will give you a combination of thing to do to disable the reminder. Or you can just unplug it.
