That circuit supplys a lot of components and relays both under the dash and in the underhood fuse/relay box. it powers heated seat module electric day/night mirror overhead console trailor tow battery relay 4 WD drive control if so equipped 4 wheel antilock relay heater blower and flasher relays under dash basicaly anything powered by a white wire with a blue tracer on it. If you give a little more detail to you're question I will try to help.

There are a couple of ways to go, You can buy a circuit braker put some wire on it and blades on the end to use in place of the fuse then as it is cycleing on and off you can start unpluging the pieces that are affected until you isolate the bad component, also listen carefully for the relay clicking, on the other hand if it is a short in the wiring it may be a little harder to find. Have you added any aftermarket equipment? have you added anything that required installing a screw that could have gone into the wiring somewhere?
Try unpluging the brake antilock system etc. One of the first things to look at would be the heated seat modules and wiring something may have happened under the seat a wire out of place caught in the seat tracks etc. there are a lot of sharp edges under ther to cut wiring fingers etc.
If you remove the right front plastic kick pad there will be a 16 pin conector, you can unplug it and see if it changes anything I believe that suplys the overhead console
