Low Voltage at ignition harness

I'm installing a remote starter and I'm only measuring 9 volts at any of the wires on the ignition harness. I'm measuring fine at the battery. The truck runs fine and all the lights and accessories work. The LED for the remote start wasn't coming on so I checked the voltage coming in and found the 9 volts. I tracked it back to the harness and can't tell from there. I know this can't be normal. Any help would be appreciated.

FIXED!!!

Found the problem. It's the ground I was using. That whole area I was trying different grounds in would all measure the same. I connected to a ground under the passenger side kick panel and all is well.
