Cool tail light problem

On my sons 1999 XL 150 Stepside, there is trouble in River City.
I replaced the Tail Light bulb and it works fine, however it still blinks fast as if it was burned out still. The front blinker bulb is fine,so it is not that.
The fuses are fine.
I noticed the hazards don't work either.
Could it be some relay or something else?

Much appreciate any help?

Steve

Both the turn signals and 4 ways are controlled by a single electronic flasher.
This flasher is mounted to the right of the steering column under the dash.
The flasher must make the normal clicking sound or a lamp is open or the flasher is faulty, in most cases.

Not at the moment. But I do like the Banjo.
We are involved with the Applachain Fiddle And Bluegrass assoc.
Keep at it. It takes a while to pick up the music style.
see afba.org.
