'96 f150 head light issues

The problem I am having is with my headlights. I have day time running headlights, they are on all the time when the truck is running. When the truck is off and key out of the ignition the hi beam indicator on the dash is on and my headlights are on unless I pull fuse C in the engine compartment fuse box (which is the horn relay fuse) which also disconects my horn. When I turn the truck on, the hi beam indicator turns off and my headlights are on, as usual. With the fuse pulled, the headlights continue to work when I am driving the truck and I can select either the low beams or the hi beams. I have replaced the headlight switch, but that didn't solve my problem. I am leaning towards replacing the multi-purpose switch on the steering cloumn next. Does anyone else have any other options for me turn to? Should I replace the multi-purpose switch first? ANy help would be greatly appreciated!!

There is a DRL module that controls this function. The high beam indicator is lighted through it.
Fuse 5 is the main feed, with fuse 16 also feeding the module through the multi function switch.
My guess is the module is defective.
Try pulling fuse 16 to see if it solves the problem for a temporary fix.
