Starting Issue: Key On, Odometer reads "---------"

Starting Issue: Key On, Odometer reads "---------"
Well it cranks, but nothing happens. Key on and I get the aforementioned "---------------" on the odo. THEFT light flashes rapidly.
This is a '01 F150 SVT, fwiw.
A friend has suggested that one of the PATS modules has gone bad, is that the likely cause of this? If so, can I swap it myself, or is the dealership going to have to do the work to make all the boxes play together nicely?
