Didn't realize that my windshield wiper was frozen in place. Turned the wipers on - one worked, the other didn't. Pulled the frozen one out of the ice but by then it was out of position relative to the other wiper (I am now able to clean off the air vents under the driver's side front windshield). Is there any way to fix this without breaking and/or buggering something up?

 

It doesn't get more buggered up then it is right now.

If you lift the arm and move a clip at the base of the arm, you can lift the wiper arm off the pivot. Then with wipers parked, put the it back on in the right position. The '04's are indexed so they only go on one way, nowhere to move. If it moves it breaks.

Not sure what year you have, but Ford has been using the same system since the '60's.
