Lower Actuator Rod

Question Lower Actuator Rod

I am having a problem removing the collar that contains the Key/Lock cylinder. I have removed the (2) screws in turn signal switch, (1) screw in key alarm buzzer and the (3) screws that retain the collar. Shop manual says there are (4) screws, but I only find (3). I have one at about 2:00, one at about 4:00 and one at about 8:00. With all this removed it still seems like there is something holding the collar on. Am I missing something else??
Also, any help on pivot pin removal would be appreciated. Please go into detail. This is a '90 F-150 - 302 with the tilt wheel.
