Electrical Harness under steering wheel???

Bought a 2002 Supercrew. Just got ahold of the owners manual from Ebay, but still left wondering......

What is the electrical hookup/harness near my right knee, under the steering wheel?

the black one is the obd2 diagnostic plug and if you have the tow package there is a gray one for the brake controller
