speed "cruise" control

speed "cruise" control

I bought a speed control kit on ebay part # F75Z 9A818 AAW. It was listed for a 97-99 F150, Everything fit on my 04 Heritage though it won't work. I did notice there is a wire on the #1 term of the connector of the servo which doesn't show

up on my 99 wiring diagram. Anyone know what #1 is for? I tested the wiring for the BPP,and switches all ok, have power on #7. Does the PCM need to be programmed for the speed control?
