cooling/radiator fan problem

cooling/radiator fan problem

I have a 1994 Explorer 4x4 and the cooling/radiator fan is on constantly, even when the engine is very first started. This causes the engine to run cold and never warm up to normal operating temperature. Is there a sensor that tells the fan to kick on that needs to be replaced, or does the entire fan need to be replaced because of an internal switch/sensor? Any help would be greatly appreciated!

Check and see if you can spin the fan with the eng NOT running. Should spin free or slight drag. If not you need a fan clutch. No electronic fan controls.
