If you don't have the money for the tool, just pop the headlights out by pulling up on the locks and use a socket that fits the end of the adjusting screw and physically turn the guides to adjust them. I know it is not as simple as using the tool, but this works as well when you are in a bind. My .02

There a little proud of that thing! I wonder if you could just use a socket on a long ratchet handle?

$21.00 ain't bad for a specialty tool. However, you could probably use an old box wrench in the appropriate size.
