As you can see from reading the link that Karson posted, it's crappola. You're not going to see any 20 hp gains from a $5 or $10 part, and the part this clown is trying to sell basically just sounds like a way to defeat the EGR (exhaust gas recirculation) system, which highly illegal.
EGR is NOT EVEN USED during heavy throttle! The only time EGR is used is to lower combustion chamber temps (which is what really counts) to keep NOx emissions lower is during lighter throttle operation.
EGR mechanisms are designed so that the more throttle opening you give the engine, meaning the more power you are asking for, the less EGR is used, to the point that at heavy throttle there is no EGR at all, you just get straight A/F for best power.
