tune or chip?

All the info you could possibly want is already posted here, all you need to do is spend some time reading it, basically.
Learn to make use of the excellent SEARCH feature here (the icon to access it is in the upper right portion of your screen here) to retrieve & read posts on any specific topic you want. Virtually anything you can think to ask has already been covered many hundreds, if not literally thousands of times before here, so you can easily look it up and read all the info very quickly.
Everyone one who comes here wants to know the same basic information - what's the best way to go for more performance? So there are plenty of those kinds of posts to read. This section is packed with posts with reviews & results from fellow F-150 Online members who go with our custom tuning, for example - we've specialized in performance tuning the F-150 longer than anyone else, many F-150 owners come to us for their tuning & other performance needs.
Regarding tuning, what will get you the best results is our *custom* tuning (even for a bone-stock vehicle), which we can deliver in either a hand-held tuner to flash the PCM, or in our multi-program chips - either one will get the best performance results, it's just a matter of which type of device you prefer - the hand-held tuner is the easiest to use, and what most people go with.
You should also drop by our web site at www.TroyerPerformance.com and look over the exhaust systems we list for these trucks. We do a lot of testing, and use only systems that do not cause a loss in lower rpm torque - losing lower rpm torque is so common with the vast majority of exhaust systems on the market for these trucks, so you have to be careful there. You can gain higher rpm horsepower but still actually lose torque down low with the wrong exhaust manufacturer - and thus hurt driveability and lower fuel mileage.

I bought the SuperChips handheld for my '01 SCrew. I was rather disappointed with it. It firmed up my shifting but that was about it. The tire size seems to have failed as I enter the exact tire height and it went from reading to slow to reading way to fast.
It was a while ago when I purchased this and I'm not sure if they made any advancements in custom tuning. However I purchased a program from pcmforless for my Chevy and the improvement was noticed 10 times more then the superchips program changed my ford.
I would suggest something more along the lines of a custom tune then a handheld. I read from too many sources that state a handheld can only change "so much". Translating to "not enough". But maybe that's just for Chevy???
For clarification I bought my SuperChips handheld from Troyer Performance. Not to knock Mike or anyone else, I love that company but I was very disappointed with my handheld and even more so after I tuned another vehicle that showed such great improvement and for a mer $250. So of course it makes me sick to my stomache when I remember how much I paid for the SuperChips handheld.
