tail gates-up ,down or in the middle?

tail gates-up ,down or in the middle?
Just a question about tail gates.I'm sure up (closed) is bad for gas mileage,but a company that makes a power lift for the tailgate said to leave it in the haft closed position for the "spoiler" efect for better mileage.
I don't have a tonue cover ,and have mine down .
Any thoughts on that?
