Things are a little doughy...
Last night my friends got the great idea to prank me while I was inside my house -.- , this prank included throwing two bags full of flour on top of my truck and then pouring water on top of it. Now seeing as water and flour make dough this is a very tricky situation. It's been on for about a day and the dough has turned rock solid and is almost stuck to the paint, water from a hose literally does nothing and even powerwashing makes any progess.

What kind of chemical should I try using to get it off? Scrubbing brushes do nothing at all! I was thinking maybe a kind of bug remover would help unstiffen some of it??

If it were me and given the amount of labor that's going to take I would be sending that to the insurance company as vandalisim.
It's going to need to soak for a long time to get that stuff to soften up. Think soaking a pan to soften up stuck on food.

This is a multi step process - but it will work best and cause minimal damage.
- Park the truck in a garage or shaded area.
- soak some terry cloth bath towels with water and lay them over the dried flour
- continually keep checking the towels and keep them wet. Warm/hot water works better, but room temp will work if that is all you have
- keep checking .. once the flour starts absorbing the water, you can work very small areas with a wet grout sponge. and it will eventually remove the flour. This will be a very time intensive job, but it is the best removal method with minimum damage.
- Last step .. Kick your friends asses. rinse, then kick them again.

Just wow.... WTF were they (not) thinking?
Good luck
MGD
I would have gotten them back and freaking unleashed on all of them... KICK ASSES that is a terrible "prank"
I would be soooo pi$$ed!! After lashing out, MGD's idea is a good one... Have them Clean AND Cater

Make them clean it, and if there is any maring or defects on the paint, have them pay to have a reputable place do defect removal.
If you keep cleaning it up while letting them off the hook, it will just continue. If they have to spend 5 hours getting the dried flour off the paint, and cough up ~ 250.00 to have a full on defect removal done, they might think twice about it in the future.
Seriously, time to rethink who your "friends" are, as with friends like this, who needs in-laws ?
