Paint peeling from front bumper

Paint peeling from front bumper

I washed my wife's cadillac this morning and there is something chipping/peeling on the front bumper. Is it the paint itself? It is still black underneath.

It could be the clear coat. Does the color left have a dull or hazy appearance?

Probably clear failure if there is still color left behind. How old is this Caddy?
