Yes Meg's makes a product called APC and APC+ the only differnce in the two products is the APC+ has anti foam in it so it can be used in extractors for carpet. Check this link out.

Clean them well with an APC and apply a dressing to them. That should take care of the problem.
They may have changed the material or part on newer year trucks but on my 2004 NBS it's hard plastic or some other hard non metallic non porous surface. It gets swirls and scratches like my paint and I have always polished and waxed it same as I do my paint.

That's what my 02 Expedition looks like. Swirls and all. Haha. The OPs doesn't look like that at all though. It doesn't even look like it started out that way.

True OP has an extremely flat look to the part which is why after what hwm3 said I wonder if they changed the part/material it was made of in later year models. That's also why I wondered if it was somehow stripped, painted flat or neglected. Any shinny finish will look like a different material if it's striped, sanded or neglected long enough.

FX4Screwdude are you the original owner?

Now I remember where I've seen this before. I detailed my mom's 2003 Explorer before she traded it in and it had pillars that looked just like that. I don't remember what I used to make them look better though.

I have mostly used plastic polish on it but recently I used my G110, orange pad, M105 followed by Poli-Seal with a white pad, Opti-Seal and then Blue Velvet DoDo. I was afraid of going too hard with the M105 thus the swirls.

They changed the trim from glossy black to flat black in the '06 model year I think.

I have the same texture trim pieces on my 08 Screw. I use Meguiars' Gold Class Trim Detailer, it's available on Meguiars' web site. It leaves those trim pieces nice and black without the high gloss. Just apply it with a foam applicator and work it in until you get the look you want.

If it's textured *plastic* trim, Black Wow should work better than Megs.

Yeah they replaced it with that flat black plastic. Mine's the same way--faded and all. Pretty cheap alternative by Ford, IMO.

I am the original owner, the area in question is stock. Its not a vinyl decal or anything. Looked at it yesterday with someone else and we both agreed it was a plastic type trim.

So should I use Meg APC on it? if so at what dilution? then follow up with a some type of plastic/vinyl detailer?
