What does it feel like?

With clean hands and clean paint, when you rub your fingers across it, what does it feel like?

The cleaner wax in the Megs clay kit should work as well as Color-X.

Really hard to tell not seeing it myself as I think there are several things it could be.

last question from me: If you were to put this in your garage and use a shop light on that spot do you see anything funny like holograms in that area?

Net net is:

As others have suggested, I would go least aggressive first. Clay is always a great place to start. A Blue or Purple/Red clay would probably be better for that area but use what you got....

If that doesn't make much of a difference, you'll need try and polish it out and you are not going to be able to do this by hand. This looks like you need some paint correction...

It almost looks to me that someone tried to do polish it and they dulled the surface so they stopped. Again hard to tell from where I sit.

That probably doesn't help you much does it?

If after claying it and you don't see an improvement, run it by a body shop and get a pro's opinion.

If it feels as smooth as the surrounding finish, I don't know if clay will make any difference. You might try some ScratchX before you go see someone with a buffer and the right material.
