Bottom of the neck of the bottle but, at that point, the volume difference is pretty much non-discernable/miniscule...
In short, I'd not worry about it.
My typical stopping point is around the bottom of the neck. This allows plenty of volume displacement area for the spray line to go down in the bottle without it overflowing out of the bottle.

This was one of the 'improvements' when Meguiar's put out the new D-Line. The old D-Line secondary bottles didn't have any graduated markings - nor any health & safety info.
Two nice perks for the new bottles. They are worth purchasing if you're buying a D-Line product in bulk!!
