While I think there are definitely better chemicals to use than 409, if I had some and it was 'excess' product, I'd probably try it. I wouldn't use it *ANYWHERE* else on the vehicle though...

Get the wheel wells as clean as possible....scrubbing with a brush, reclean etc. Now for the good part...apply Meguiars Allseason dressing {diluted for how much shine is wanted} let dry and admire the results after every rain. The all season stays on longer than the Hyper dressing and also can be used on the undercarriage, and engine compartment. www.meguiars.com I will not receive any kick back from this product endorsement. 45/70sharpshooter

I ask only because I think there was another ASD in the old D-Line (I'd have to pull out my old catalogs to confirm though). Anyway, I've never tried to dilute it out as it's not recommended by Meg's. I have a sampler of it so, I may try to give that a whirl...
I figured that, because of the VOC content and the RTU (ready to use) suggestion given to it by Meg's that it probably wouldn't cut very well with the addition of water.

S-Dressing was 'Silicone' Dressing whereas the W-Dressing was 'Water'-based dressing.
I've still not sen much info on diluting it but, I'm willing to give anything a whirl.
As for 'anything with Meguiar's....', well... the better majority of them. There are definitely a few duds in their line... but, that's just my opinion. Most of them are solid - tried and true. Some aren't.

It's just like anything else... there are great products out there and there are duds. Any product line that has a fair share of products out there will have a dud somewhere in the mix.
Coca-Cola, for example... I think Coke Zero is awful but, I like Diet Coke and Regular Coke.

Meguiar's... I really like #26 as a 'go-to' Carnauba-based wax but, I don't like X-Press Wax nearly as much (D-150)... it's all subjective.
