Is there any way to restore the blackness of a tire? I know tire shines will make it look like that but as soon as it wears off the tires are back to brown. I was hoping someone knows a way to make the tires black again.

Brown? Like Brake Dust Brown?
I've seen the brown that you speak of on my wife's tires. I think it has something to do with the carbon black that is in the rubber mix but, I can't be sure (not real versed on rubber mixing and such -- although, one of my clients does a boatload of it because they make motor mounts -- another story, another day).
The long and short of it is that if I keep a quality dressing on the tire, it stays black (oh yeah, did I mention that my wife's BFG ATs do this?). The tires that were on my wife's old Accord would actually leach brown when cleaned with Citri-Gel... it was different to watch.

My regimen to keep tires looking black, or at least to a very minimum:
1. scrub the tires with Westley's Bleache White. *GASP!* Yep, I use it every time I wash, which I try to do weekly. And no side effects.
2. use a quality tire dressing. I like Meguiars Hot Shine in the aresol can as of right now.

It is called Blooming. It is the antiozonants (sp) in the tires coming out. After many good scrubbings, it will start to go away, and the tire dressing helps. I have found that a foam works best to clean, you can actually watch the foam turn brown.

I dunno-- I wash and dress my tires at EVERY wash... it still does that, even though my brake pads dont dust and for awhile, I was washing once a week religiously. FWIW, I use a nylon bristled brush, too.
Right now, I am using BW to get rid of the 1/2 gallon I still have. After that, I have some SG to get rid of...
THEN I can finally justify getting some APC+ and 303 cleaner...

To clean the white raised lettering on my own vehicle. I use an APC sprayed on a terry cloth towel. I just rub the dirt off. There's no need for rinsing. I did use westlys years ago. Even though it works very well. That is a very strong product. It will eventually wear the white totally off the tire. It will also turn the black rubber cloudy grayish like. If you just have to use westly's I would dilute it ,use a rag, not a brush. I had $300 a piece tyres on my Cadillac. They are spelled Vogue Tyre, that's their spelling also. I had the white and yellow and the yellow strips respectively. These are expensive tires. Stay away from the bleach white. If at all possible keep it off your tires. IMO
But if it works for ya....git-r-done.
