Surface Rust on Inside Bottom of Doors

I've a 97 F150 I just purchased that I've noticed some surface rust on the bottom inside edge of the door panels. My thought is to take a sanding wheel to remove the rust areas, use a rust inhibitor, and then repaint the area. My truck is white so not to difficult to match and is also in a pretty inconspicuous area. After apply the rust inhibitor, can a primer be used over the area?

Ford has a TSB on this repair:

TSB

May be worth a look.

It's not so much that they're admitting wrong, it's that they're seeing this problem repeatedly and they're providing their people on the dealership level with information to remedy the problem.

You can show up armed with the TSB but, being that you're out of warranty and such, it'll simply be guidance for them to diagnose and fix it -- on your nickle.
