Double or triple steel wool and some rubbing compound, then hit it with some polish of your choice.

Zero problems with discoloration on my Magnaflow tip but... I'll certainly keep an eye open for this...

As for my Stainless parts, I use Heavy Metal Polish. Boss429 mentioned them once to me and I've been hooked ever since using their product...

I've got Magnaflow 18" x 3" tips on my truck. And they have a little color fade due to carbon deposits at the bottom edge of the tips. I just use a toothbrush and some simple green or something similar. Steel wool will leave scratches on your tips. Then polish the tip(s) with a good metal polish.

As for cleaning the tips, I use Armor All Wheel Cleaner. I use it on my rims when the brake dust is really bad, then on the tips also.

As RP stated, the Heavy Metal Polish is the best polish I have used to date. I would suggest getting the medium abrasive and ultra fine abrasive polish. Follow medium with ultra fine, and they will look just as good as new. My tips have been through a new england winter, and with a little polish, the shine came right back. Highly recommended by myself and RP, and Boss_429 it seems. You can't go wrong!
