I have a 1997 f150 4x4 offroad pkg.
the frame is showing some light rust around different areas
after wire brushing the rust off, should I use a paint such as rustolem or should i use some type of a under coating on it?

Strip, Prime, Paint. If done right, that will last you a long long time.
