Mold/mildew on wheels?

Mold/mildew on wheels?

Well I've got this stuff on my wheels that's been on 'em since I bought the truck back in August. I'm wanting to get rid of the stuff, looks plain nasty.

Im not sure if it is mold/mildew, but here are some pics:



here's a closeup:


They might look like scratches in the pics but they arent...I can take some of it off with a screwdriver but I don't want to damage the wheels.

Would it be safe to try some mold/mildew remover like we would use in the bathroom?

You can remove it with a screwdriver? OUCH!

Does it seem like cement or something like that?

Upon closer inspection it appears the chrome has been scratched off and its a little corroded. Now I know what corroded aluminum looks like.

I thought it was just something stuck to the wheels since its on all of them and its not just on the edge of the wheels like in the pics.
