Glass Cleaner, aka Windex. Does a great drop removing bugs, doesn't dull the chrome and leaves no oily residue like most bug sprays do.

I use my Makita belt sander and about a 60 grit.... Works on those pesky mammals stuck there too......

I use Windex on the chrome bumper. Bugs come off easily. Then, apply a coat of Liquid glass.
Bumpers will glisten, and the bugs will wash off much easier the next time.

Windex and some 0000 steel wool. Works like a charm and the critters come right off.
