bedliner installation

did ford install bedliners at the factory ever? mainly in 1997 for an F-150. Reason I ask is I just had a new one put in. And the place that did it said it would only take them 15 minutes if that to install a new one. Well lets just say 1 hour and 15 minutes later they were still trying to put the new one in. It took them a little over an hour to take the old one out. For some reason the screws that were used to attach the cargo hold down brackets were on so tight that even an air drill couldnt move them, and more of a shock is an impact drill just barely got them out. what could have caused such a tight fit with the hardware? (and no the screws were not rusted.)

It was all I could do to get one of the tiedowns off on my 6 month old truck. Three came off sensibly, but one was on so tight it was scary. Hi torque electric screwdriver finally got it off.
