I'll add my vote for the spray-in...

To work with the rust... Rust-Oleum Rusty Metal Primer works for about three days, then the moisture gets back through and it continues. I used some stuff on my Ranger called 'Extend' It goes on milky and dries brown, and stops the rust DEAD! Both of the lips on the bed of my '90 had surface rust on them. The rust-oleum lasted about three days before the rust bled through. I used the extend on it, and after almost 2 years, it had not started rusting again! Sold it just like that! I would sand off all the loose rust and coat it with Extend, then scuff everything else and put in a spray-in/roll on of some sort. My favorite is the Line-X, but I've heard about 99% good about them all.

You won't regret it.

I would put a Bedrug in..They are all weather type of rug..I have one in the back of my 2000 HD truck.. Works great..

An update...

I had the body shop work on the bed to fix the really bad dents that were "origional equipment" on my BEAUTIFUL NEW TRUCK!! They did a great job...and I spent a lot of time over the weekend in filling a lot of other small ones. I even did some "bumping" of my own to remove a bad dent in the access panel on the tailgate.

Tuesday I had a Line-X installed. I dropped the truck off at 8:30 am and just after 11am they called and it was done! wow!

IT CAME OUT GREAT!!!! It looks like it's on a brand new truck! I am really happy with it!!!! Now my truck bed is permantley protected!!!

Now, onto the cover.....

Now you can put the drop in back to protect the Line-x.

Yeah, I know.....

but there's this thing called GAS MILEAGE and PROTECT WHAT I DONT WANT SEEN and a few other things...The tonneau is more of a hinderance, but...
