You should be able to lock it by hand. Just open the tailgate and flip the square piece where the rods attach. When mine freezes I have to unlock it this way, otherwise I'll break the key in the lock due to the resistance from the ice. It freezes up a bit where the end of the rods protrude out to lock the tonneau into the side of the bed.

 

A locksmith and make a key for you, the lock is a waffer type so this makes it kind of easy to make
