Onemilmhz,
I recently installed the Herculiner on my 1998 F-150 short bed. I have 3 coats on the tailgate and two on the bed and sides. Yes, you have to remove the access panel, it's a lot easier to remove the panel if it's coated separately. Here is a How-To article I wrote

I've read all the posts and talked to people that have had experiences with all kinds of liners and I'm going with the Herc. I've read the tips and tricks to installing this stuff but was wondering which areas of the bed I should pay close attention to. I plan to apply it thin on the sides but thicker on the floor and wheel wells. On the tailgate, do you have to remove the access panel or can you cut the seam around it afterwards?

I frequent the Explorer site rather often and followed that thread when it was originally posted. How, in the name of all that is decent, did he do that?!?! I will be wearing a pair of coveralls with the legs taped around my ankles and thick ruber gloves OVER my work gloves when I handle this crap!!
