Paint touch up problem, help!

so I had a chip in my paint, and I bought one of the paint pen things to fix it so it didnt rust on me, I got it done, and it looks decent. so then I thought ill touch up some scratches I have, but I forgot to clean the scratches, so now I have black marks in the paint, and it is raised (not like an air pocket, but a glob of paint). Any suggestions on how to fix this?

EDIT: So before the game today, I searched the garage for some lacquer thinner, I found some methyl ethyl ketone, would this stuff work? I also have some paint thinner, will that work?

You can use lacquer thinner and remove the paint and start over, or wrap a credit card with a microfiber and moisten with lacquer thinner and use it to squeegee/level the blob. Another option would be to wetsand it smooth and then buff.

methyl ethyl ketone (MEK) worked great! took all of the paint pen stuff off with ease, even after I used the clear coat.

That paint is not a catalyzed paint which makes it pretty easy to remove. You could always try the credit card trick...some say its similar to the Dr. Colorchip/Langka blob leveler. I did it with some rock chips on my hood and helped to leave just some color in the chips. Helped to hide them but you could still see where the chips are if you look for them.
