Custom fab or bolt-on???

OK guys you can see my truck below and I got a question. I just ordered a black push bumper (not a bull bar) this morning and now I want to get a stock black bumper to go behind it instead of the grey and chrome. Talked to the Line X guy in town and he said it would be 175 to line my stock bumper, but he couldn't guarantee that it would stay on the chrome even after sand blasting. I have found some replacements on ebay for around 100 bucks. Problem is for the 99-03 I have only found the upper bumper and not the lower valence or whole thing, so I could buy that and then have it lined or I have found a complete front set up for a 97-98 and I was wondering if this would bolt on to my 03? I know the front bumper has a different style and loops out a bit but as for the inner side Im pretty sure it would bolt right where my grey and chrome one is now. Any input or ideas would be appreciated. Thanks.

The swap with the 97-98 bumpers is a little more complicated than you would think. They have different mounting brackets which isnt too bad but you will also have to replace the header panel and grille surround to get it to work. not worth it in my opinion. i forget where but i have heard of a place that sells the lower valences for about 27 bucks ill edit this post when i find it.

So do you think I should just by the upper bumper and lower valence seperate? and just make sure they are both black?
