Do they change position when you hit the high beams, or they just go lower?

Sounds like most cheap "bi-xenon" bulbs/kits. Typical halogen for highbeam off to the side of the rebased HID.

If it's really a Bi-Xenon, then the lights themselves should look exactly the same only aimed up a bit higher when you hit the high beams.

If it's a Hi/Lo kit, then you will have HID low beam and then when you hit the high beams, the halogens will be turned on and will look nearly exactly the same as your stock lights do.

Yes, the HID conversion kit you brought is the Reg. Hi/Lo kit. The main purpose of this kind of kit is of course of the cost, but mainly is to pass DMV inspection. It's required by law to have working high beam.
