I'm looking for the same thing for different reasons. The only one I've found that fits thos conditions is a FastBackII by Urban Industries... Here's a link to their site. http://www.urbanindustries.com/Tonneau_Covers.html
I'm going to head down to the closest dealer to me this week and take a look at the FastBackII. (I've got an original FastBack for a 97-newer Flare-side if anyone's interested. Willing to sell it cheap. ) I'll let you know how it looks, etc as soon as I have any info. If you find another one like that (i.e. flush-mounted inside the rails) PLEASE let me know!!!

My Ford Factory installed soft tonneau only covers part of the rail. And I think that you could put pop-up tie downs in. Wish I had a picture that you could see the whole deal, but I don't. You can probably find it on Fords website.

Have you looked at tie downs like these?

http://www.extang.com/cleatsindex.html

You can keep the tonno rails on and still have tie downs.

Cool

Thanks for the responce guys, think i've decided on the Extang snapless even tho i really like the blacked out Extang...but it has snaps....By looking @ some of the signatures on this very very fine board i see that i have no where the $$$$ that some people have to sink into their trucks...so my next decision is whether i drop in the superchip or the tonneau cover this payday..Gonna be a while before i get another $250 extra to do any more mods....decisions decisions sigh
